An open work permit is a Canadian immigration document that allows you to work for any employer in Canada, regardless of whether or not they are on the list of employers the government has approved. In other words, you can work for any employer willing to hire you, making an open work permit highly valuable for people who want flexibility in their career path.

Suppose your employer does not have a job offer from Service Canada (the federal department responsible for issuing permits). In that case, your application will be refused by Immigration Refugees and Citizenship Canada (IRCC). However, suppose they have an approved job offer from Service Canada (or are willing to apply for one). In that case, IRCC will issue them an open work permit if they meet all other criteria required under Canadian immigration law.

Who can apply for an Open Work Permit?

You must be a citizen of a country that has an agreement with Canada

You must have a valid study permit

You must be studying at a designated learning institution in Canada.

How do I apply for an Open Work Permit?

The process is pretty straightforward if you are looking to apply for an open work permit in Canada. However, you must understand the requirements and rules of the program before proceeding.

First, you’ll need to be eligible for one of these permits. This means having a valid study permit (if school), having enough money in your bank account, or having a job offer letter from a Canadian employer (among other things). If this isn’t true, don’t worry! Different ways may help you get your foot in the door without jumping through all these hoops immediately—we’ll talk more about those later.

After that’s settled, let’s move on to what goes into applying for an open work permit in Canada (or any other country).

Eligibility criteria for open work permits in Canada

You must meet several eligibility criteria to apply for a real work permit in Canada.

You must be eligible for a study permit.

You must have a job offer from a Canadian employer, or you may be able to use your funds to support yourself while you’re working. The employer may need to apply on your behalf, depending on how long you will stay in Canada and whether they have the legal status and documentation required for hiring foreign workers. If you plan on supporting yourself with your funds, make sure that there are enough funds available before applying for an open work permit—if there aren’t enough, then this type of visa will not be granted until there are enough saved up!

You also must meet all other requirements set out by Citizenship Immigration Canada (CIC) under their program guidelines; these include having enough money set aside as well as being able to support any family members who are accompanying them on their trip overseas.

Is there any work permit that allows me to work anywhere?

It depends on your situation. There are different work permits, and some employers have special arrangements with the government to hire foreign workers without applying for a work permit. If you don’t qualify for either, there is another option: the open work permit.

The open work permit allows you to work anywhere in Canada, but it isn’t tied to a specific employer—you can change jobs or even move provinces as long as you keep working legally! The main thing to remember is that this visa is temporary; it expires after three years and then needs to be renewed if you want it again (though at least it won’t cost any money).

Why is someone simultaneously applying for an Open Work Permit and a study or work permit?

The Open Work Permit may be your best option if you are a student. The reason is that when applying for an Open Work Permit and a study or work permit simultaneously, they will ask you what your goals are with studying in Canada and whether or not it is related to finding employment upon graduation.

If so, this would qualify as an International Student Co-op or Internship program, allowing students up to 40 hours of on-campus work per week during school breaks and 20 hours per week during regular semesters (up until June 30th). This means that students can pick up extra money working on campus while still studying full-time!

If you’re unsure if this opportunity works for your needs, don’t forget we can help! We’ve helped hundreds of people get their dream jobs in Canada by matching them with companies looking for experienced workers worldwide! Most importantly, though, we make sure everyone gets approved before making any commitments – so no worries there either

Yes. Your spouse or partner can come with you while you’re in Canada on an open work permit. You’ll also be able to bring your children with you, but they must have the same immigration status as your spouse or partner.

If a child is under 18 years old when they enter Canada, they may not be able to work until their Canadian Immigration application has been approved. Their visa for permanent residence has been issued by IRCC (CIC).

Work Permit Restrictions

The open work permit is temporary. It does not allow you to travel freely in and out of Canada. Before boarding your flight to Canada, you must apply for an eTA (electronic travel authorization). You will need an open work permit to study in Canada. Still, this article only covers getting an available work permit as an international student or exchange visitor.

The open work permit allows you to stay in Canada for up to three years from the date it was issued, depending on which province or territory’s laws apply (some provinces have different rules). The time that you spend outside of Canada does not count towards this time limit unless:

You have been granted another type of temporary resident status during these three years; or

You were working full-time as a Canadian permanent resident under any class except Study Permit Holder; or

After returning from a trip outside of Canada, you or your employer apply for another type of Work Permit within 30 days of returning home.

Open Work Permit vs. Job-Specific Work Permit

There are two types of work permits in Canada: open and job-specific.

An open work permit allows you to work anywhere in Canada, which means that your employer has no restrictions on where they can hire you. The employer can be any business or organization, from a restaurant to a construction company to the government.

Open work permits are valid for up to three years and allow you to switch jobs if something better comes along—but your new position must also fall under one of the approved occupations listed on your application form. If not, then an exception needs to be made by immigration authorities before they’ll issue it; this process can take anywhere from two weeks up until several months, depending on how busy they are at any given time (and whether or not it falls into their current backlog).

If you want more stability with one specific job offer secured before applying for your permit (as opposed to having multiple options available), consider applying for a “job-specific” work permit instead. Job-specific Work Permits require written confirmation from employers who plan on hiring foreign workers before submitting applications through Citizenship & Immigration Canada (CIC).

They also come with restrictions such as location or type of employment only being allowed within specific industries; however, if these conditions aren’t met, then special permission may still be granted upon review by immigration officials after reviewing each case individually according to their discretion based upon criteria including length time spent living overseas before moving back home again etcetera.

Getting a Canadian work permit is a great way to gain some valuable work experience in Canada.

A Canadian work permit is a great way to gain some valuable work experience in Canada. If you can find a way to get a job that will give you this work experience, then it’s worth your time and effort.

Getting a job as an international student is not easy, but there are some professions where employers are more likely than others to hire international students. These include things like:

Freelance writing or translation;

English teaching;

Working at a global company (where English proficiency is required);

It’s also important to remember that even if your chosen field does not have many opportunities for international students, it may be possible for you to take on another role within the organization that does require skills that would be necessary if they were hiring someone else full-time.

Studying abroad can be a great experience. But looking in Canada and working simultaneously is even better because it can help you improve your English or French proficiency and gain valuable Canadian work experience.

Studying abroad can be a great experience. But looking in Canada and working simultaneously is even better because it can help you improve your English or French proficiency and gain valuable Canadian work experience.

If you want to work in Canada, you must apply for a work permit. If your study permit expires after three years, or if your study program lasts for less than six months (or nine months if attending an academic stream), then another type of authorization called open work permits may be available upon request from Citizenship and Immigration Canada (CIC).

Conclusion

We hope this article has helped you understand how to apply for an open work permit in Canada. The process can be complicated, but it’s worth it as you will gain valuable Canadian work experience and improve your English or French proficiency.
The Skilled Worker category is one of the immigration categories offered by the Newfoundland and Labrador Provincial Nominee Program (NLPNP). This job offer must be for a full-time, permanent position and be in a field on the NLPNP’s In-Demand Occupations List. You can find this list on the NLPNP website.

In addition to having a job offer, you must also meet the following eligibility requirements:

Have at least one year of work experience in the occupation specified in your job offer.

Have a Canadian high school diploma or equivalent, or have your foreign education assessed by a designated organization and found to be equal to a Canadian high school diploma.

Have the required language proficiency for your occupation, as determined by a designated language testing organization.

If you meet these eligibility requirements, you can then apply for the NLPNP Skilled Worker category by following these steps:

Apply the NLPNP, through the NLPNP Online system, along with all required supporting documents.

If your application is complete and meets the eligibility requirements, it will be reviewed by the NLPNP.

If your application is approved, the NLPNP will send you a provincial nomination certificate, which you can use to apply for permanent residence through the federal government.

It is important to note that the NLPNP has limited nominations available each year. The number of applications they can accept may vary depending on the demand. Therefore, not all eligible applicants may be approved.

For more detailed information on the NLPNP Skilled Worker category, including how to apply, you can visit the NLPNP website or contact the program directly.

Healthcare professionals remain one of Canada’s top Express Entry priorities, but the program has moved on significantly since the original “first 2025 healthcare draw” story this post was built around. Here’s where the Healthcare and Social Services category actually stands as of mid-2026.

The Most Recent Healthcare Draw: February 20, 2026

The first — and so far only — healthcare-specific Express Entry round of 2026 was held on February 20, 2026 (the 10th overall Express Entry selection of the year):

Invitations issued: 4,000 ITAs

CRS cutoff: 467

Tie-break rule: candidates needed a profile created before December 9, 2025, at 6:22 p.m. UTC

That’s a notably larger round and lower cutoff than the May 2025 draw this post originally covered (500 ITAs at a CRS of 510), reflecting IRCC’s broader 2026 pattern of bigger, more frequent category-based rounds.

Why There Hasn’t Been a Healthcare Draw Since February

IRCC doesn’t run category-based draws on a fixed schedule, and it has favoured other categories through the spring — particularly French language proficiency and the Canadian Experience Class. Through the first five months of 2026, IRCC issued 79,841 ITAs across 30 draws in total. For comparison, a PNP-linked draw on June 22, 2026 required a CRS of 730, reflecting the 600-point boost a provincial nomination provides. See our full 2026 Express Entry breakdown and latest CEC draw results for current numbers across every category.

Eligibility for the Healthcare and Social Services Category

To qualify, you generally need:

Work experience: at least 12 months of full-time (or equivalent part-time) experience in an eligible healthcare or social services occupation within the past 3 years — IRCC raised this from 6 months as of February 18, 2026, so older guides citing a 6-month minimum are out of date.

An active Express Entry profile under the Federal Skilled Worker Program, Federal Skilled Trades Program, or Canadian Experience Class.

General Express Entry requirements: language test results and an Educational Credential Assessment for foreign credentials.

Eligible occupations span roughly three dozen health and social-services roles, including registered nurses, nurse practitioners, licensed practical nurses, physicians, pharmacists, physiotherapists, occupational therapists, psychologists, dentists, dental hygienists, and social workers. Check IRCC’s official category page for the complete, current occupation list before assuming your role qualifies.

How to Strengthen Your Profile While You Wait

Language proficiency: stronger IELTS, CELPIP, TEF, or TCF results raise your core CRS points meaningfully — and French ability can also open the French-language category, which has had the lowest cutoffs of any stream in 2026.

Provincial nomination: adds a flat 600 CRS points and is close to a guaranteed invitation; several provinces actively recruit healthcare workers.

Canadian work experience: qualifying you for CEC draws and adding meaningful CRS points.

Education: a completed Educational Credential Assessment ensures you’re getting full credit for foreign credentials.

See our Express Entry CRS guide for the full points breakdown.

Frequently Asked Questions

When was the most recent healthcare Express Entry draw?

February 20, 2026, issuing 4,000 ITAs at a CRS cutoff of 467.

Did the work experience requirement for healthcare candidates change?

Yes. As of February 18, 2026, IRCC raised the minimum qualifying work experience from 6 months to 12 months.

How often does IRCC run healthcare-specific draws?

There’s no fixed schedule. IRCC alternates between categories (French, healthcare, trades, and others) based on labour-market priorities and pool composition.

What happens after I receive an ITA?

You have 60 days to submit a complete application, and IRCC’s service standard targets six months to process most complete Express Entry applications.

Conclusion

The Healthcare and Social Services category remains one of the more accessible category-based routes into Express Entry, but the rules have shifted meaningfully since early 2025 — a longer work-experience requirement, bigger draws, and a lower cutoff than this time last year. Confirm the current occupation list and draw history directly on the official IRCC category-based selection page before planning your application around it.

If you’ve received an Invitation to Apply (ITA) for permanent residency through Canada’s Express Entry system, congratulations — you’re one step closer to making it happen. The application itself is straightforward, but it’s time-sensitive: you have only 60 days to submit a complete application. Here are the four steps, updated with current 2026 fees and figures.

Understanding the Express Entry Application Process

Express Entry manages applications for the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class, plus Provincial Nominee Program and category-based candidates. Once you receive an ITA, you’re on a fast track to permanent residency — but missing the deadline or submitting incomplete information can jeopardize your application.

Step 1: Fill Out the Application Form

When IRCC issues your ITA, you’ll get a message in your Express Entry account specifying your program and next steps. Your ITA is valid for 60 days only.

Sign in to your Express Entry account and navigate to “Continue my profile / application, not yet submitted.”

Locate your application where “application type” shows “permanent residency,” then click “Continue application.”

Complete the form with accurate personal information, education history (including any Educational Credential Assessment), work experience, language test results, family details, and adaptability factors.

Pro tip: Double-check every entry — errors or inconsistencies can delay or jeopardize your application. If anything is unclear, consult IRCC’s help centre or a Regulated Canadian Immigration Consultant (RCIC).

Step 2: Upload Your Documents

IRCC provides a personalized document checklist in your account. Commonly required documents include:

Passport or travel document

Language test results (IELTS, CELPIP, TEF, or TCF)

Educational Credential Assessment for foreign credentials

Work experience letters detailing job titles, duties, hours, and dates

Proof of funds — recent published figures put the 2026 requirement at roughly $15,263 CAD for a single applicant, rising with family size, though this amount updates annually so confirm the current table on IRCC’s site before relying on it

Police certificates from every country where you’ve lived for 6+ months since age 18

Medical exam results from an IRCC-approved panel physician (valid 12 months)

Provincial nomination certificate, if applicable

Marriage/divorce certificates, where relevant

Digital passport-style photos meeting IRCC specifications

Key notes: upload clear, legible PDF scans (typically under 4 MB per document); documents not in English or French need certified translations; missing or incomplete documents can get your application returned or refused.

Step 3: Pay the Fees

As of the fee schedule in effect since April 30, 2026:

Processing fee + Right of Permanent Residence Fee: $990 + $600 = $1,590 CAD per adult (principal applicant and accompanying spouse or partner each)

Dependent child fee: $270 CAD per child under 22 (no RPRF for children)

Biometrics fee: $85 CAD per person, capped around $170 CAD for a family group applying together, if not already provided within the last 10 years

Pay online through IRCC’s secure portal and keep your payment receipt — you’ll need it with your application. Processing fees are non-refundable; you can pay the RPRF later if approved, but paying upfront avoids delays at the final stage.

Step 4: Submit Your Application

Review everything — form sections, uploaded documents, and payment receipts.

Click “Submit” in your Express Entry account. You’ll get a confirmation message and an Application Number for tracking.

After submission: IRCC’s service standard targets processing within six months for most complete applications. You may be asked for additional documents or an interview.

Important: you cannot edit your application after submission. If your circumstances change (marriage, new job, new passport), notify IRCC immediately. If you’re in Canada on a temporary visa and your status is at risk of lapsing during processing, look into a Bridging Open Work Permit.

Why Act Fast in 2026

The 60-day ITA deadline is non-negotiable — missing it means re-entering the pool and waiting for another invitation. Through the first five months of 2026, IRCC issued 79,841 ITAs across 30 draws, with category-based rounds (French language, healthcare, trades, and others) running alongside CEC and general draws. CRS cutoffs have varied widely by category — French-language draws as low as the high 370s, healthcare draws around 467–500, and CEC draws in the 500s. See our full 2026 Express Entry breakdown and latest CEC draw results for current numbers.

Tips for a Successful Application

Start early: gather documents like police certificates and medicals as soon as you enter the pool, so you’re ready the moment an ITA arrives.

Double-check documents: clear, complete uploads meeting IRCC specifications reduce the risk of refusal.

Boost your CRS score while you wait: French proficiency, a provincial nomination (600 points), or additional Canadian work experience can all help. See our CRS scoring guide for the full breakdown.

Get expert help for complex cases: an RCIC can review your application or handle issues like spousal sponsorship or inadmissibility.

Monitor your account regularly: additional document requests sometimes carry short deadlines.

Final Thoughts

Receiving an ITA is a real opportunity, but the 60-day deadline demands quick, organized action. Follow IRCC’s four steps — complete the form, upload your documents, pay the fees, and submit — and double-check every detail before you hit submit, since you can’t edit afterward. For the latest official guidance, visit the IRCC Express Entry page directly.

It is based on a points system, and factors such as age, education, work experience, and language proficiency are considered.

Federal Skilled Trades Program: This program is for individuals with qualifications in a skilled trade who want to immigrate to Canada.

Canadian Experience Class: This program is for individuals with Canadian work experience who want to immigrate to Canada.

Provincial Nominee Programs: Each Canadian province and territory has a program for selecting immigrants who will contribute to the region’s economic development.

Eligibility criteria, application process and other requirements may vary depending on which program you are applying to. To be considered under the Express Entry system, you must first create an online profile and be placed in the Express Entry pool. From there, you may be invited to apply for permanent residency.

It’s important to note that the Express Entry system is highly competitive, and it is essential to have a solid profile to increase your chances of being invited to apply. To improve your chances of being selected, it’s recommended to meet the eligibility criteria for one or more of the programs, have a high level of language proficiency in English or French, and have a valid job offer from a Canadian employer.

Suppose you’re interested in immigrating to Canada through the Express Entry system. In that case, it’s best to visit the official Government of Canada website or consult an immigration lawyer to understand the current rules and regulations and to get the most accurate and up-to-date information.

On January 2023, a new measure will be implemented to help solve Canada’s labour shortage. This measure was announced today by Minister of Immigration, Refugees and Citizenship (IRCC) Sean Fraser; and Associate Finance Minister Randy Boissonnault—who also oversees Employment Insurance issues for the federal government. Temporary Work Permit

IRCC Canada has announced a new policy change that will make it easier for workers to enter Canada and benefit from job creation opportunities. The old program was problematic for several reasons, including the inability to keep up with demand and the lack of flexibility regarding how long workers could stay in Canada. The new program is called the Two-Year Temporary Measure. This measure has three phases:

IRCC Announces New Policy Changes for Temporary Work Permits in Canada

IRCC Canada has announced a new policy change that will make it easier for workers to enter Canada and benefit from job creation opportunities.

The old program was problematic for several reasons, including that Temporary Foreign Workers were not eligible for permanent residency or citizenship. The new program will allow skilled workers from abroad to apply for permanent residence after working in Canada for four years (according to their levels of education) and accessible healthcare coverage, pensions and other benefits offered by IRCC.

This is particularly useful because many international students who graduate with degrees in STEM fields face significant barriers when trying to find work related to their degree field.

In addition, this new policy could lead international students studying at Canadian universities who want further training after graduation to stay in Canada instead of returning home where they may lack the resources required before applying again later down the road with renewed knowledge gained while here in North America during their undergraduate years at university level institutions like McMaster University which offer postgraduate programs such as masters degrees; some people might be able to move up faster if they had been able.

Include details about the new policy.

The new policy came into effect on December 1, 2018. There are some critical changes to the Temporary Work Permit application process:

Unique Process for Applying for a Work Permit

Unique Process for Applying for a Work Permit Extension

New Processing Times (10 business days)

New Fees (CAD 150 per person)

Required Documentation Changes (Updated list of documents needed by IRCC)

Fraudulent Documents Policy Updates (IRCC may deny your application if you provide documentation that is fraudulent or false)

How does it affect the workers?

A worker with a valid work permit who can meet the eligibility requirements may be eligible for an initial 2-year work permit. This can be extended for another year, up to a limit of three years.

In addition, workers can apply for an initial 2-year work permit and an additional 1-year work permit (for three years). This could allow them to extend their stay in Canada if they have spent less than six months outside their province or territory of residence during the past two years before making the application.

It is important to note that some provinces may already have similar programs that allow foreign nationals working there—including seasonal workers—to get temporary resident status for more extended periods than previously allowed under federal law.

The old program was problematic for several reasons.

The old program was problematic for several reasons. First, it was too rigid in its application: each occupation had a specific set of eligibility requirements and no flexibility to adjust them based on labour market conditions.

Second, the old program did not consider the needs of employers or workers. Rather than being responsive to current economic realities, it treated temporary workers as interchangeable cogs in an industrial machine operating at total capacity since the last recession hit.

Thirdly, there was no mechanism for determining whether or not applicants had ever worked illegally in Canada before entering this program; once they were granted entry and landed here legally on their first visit with an employer-specific permit (E2), they could apply for the permanent residence just like anyone else would be able to do under any other immigration category – regardless of whether or not they deserved it at all!

The New 2-year Temporary measure has 3 phases.

Phase 1 will enable family members of workers coming to Canada through the high-wage stream of the Temporary Foreign Worker Program or the International Mobility Program to apply for an open work permit.

Phase 2 aims to expand the measure to the family members of workers from the low-wage stream of the Temporary Foreign Worker Program following consultations.

Phase 3 will include consultation with agricultural partners and stakeholders to assess the operational feasibility of expanding the measure to family members of agricultural workers.

With so much uncertainty around the future of work visas, temporary work permits have become essential in securing Canadians’ jobs. With this new policy change, more workers can come to Canada and contribute to our economy.

It’s also good news for businesses that need skilled workers on a short-term basis. The government hopes this will help create jobs for Canadians by allowing employers access to foreign labour with less red tape than before, making it easier for them too!
